2024 Regular Session Budget Recap

The 2024 Regular Session of the Kentucky General Assembly concluded with a balanced budget and $3.7 billion in reserves. With large reserves like these, I am hopeful that we can further reduce the income tax in the future. This year was truly transformational, with funds aimed at projects to make Kentucky a better place to live, work, and raise a family. Key investments were made in commercial airports, regional industrial development, and statewide economic growth.

In education, we boosted funding through the Support Education Excellence in Kentucky (SEEK) formula:  $4,326 in FY 25 and $4,586 in FY 26, representing 3 percent and 6 percent increases, respectively. This ensures every Kentucky child receives a quality education, regardless of their zip code.

Workforce development was a priority, with 52 bills passed to remove job barriers and enhance the job market, particularly in health care and education. We funded top-priority projects for public universities and added performance-based elements to better prepare tomorrow’s workforce.

We invested $450 million in the six-year road plan, funding 34 projects in high-growth counties and supporting industrial growth, economic development, and quality of life. Additionally, $4.9 billion was allocated to the road plan, including $388 million for resurfacing and $797 million for bridge repairs and replacements. I am pleased that Boone County received over $140 million for road infrastructure improvements.
