Proctor Files HB 4 to Criminalize Grooming Behavior
Rep. Marianne Proctor (District 60) filed HB 4 to criminalize grooming behavior in Kentucky. Grooming refers to the manipulative and deceptive process by which a predator builds a relationship with a vulnerable person, such as a child, to gain their trust and access for abuse or exploitation.
Union City Commission January 5
Residents’ concerns led the commission to reschedule a canceled presentation to a regular session/public hearing, when residents are allowed to speak, instead of to a caucus meeting, where they are not.
Public Library Board December 15
Presentations and discussions continue regarding how to use vacant land adjacent to the Hebron branch; public input has been strong. Also on the agenda was the audit for fiscal year ending June 30, 2025, and a board member’s request for benchmarking operational efficiency.
Union City Commission December 15
Union City commissioners voiced concerns about the Union Landing project and then voted to follow the Boone County Planning Commission’s lead and resident objections and denied the required amendment that would have allowed the project to proceed.

Among other reports, Public Works Director Paul Kremer provided an update on Union Town Square. Residents voiced concerns about business development near Whispering Trails; the developer will present the project at the January 5 meeting, and residents may voice their concerns at that time.

Among other reports, Union commissioners heard another proposal for the Union Landing project that was denied by the Boone County Planning Commission. The meeting included results of a survey of Union residents, notably their resistance to multi-family developments and desire to maintain the city’s small town character.
