Item III. A. Citizen Engagement Survey Results by Dr. Darrin Wilson, NKU
Boone County is the only metropolitan area that does this survey. Survey Structure in Appendix.

Item III. B.  Master Plan, Waller Stephenson Mill Park, Verona, David Whitehouse, Parks Director

Boone County owns the land near Walton Verona High School and design work is in the current budget. Boone County Parks will request moving forward with Phase 1 after bids are received. Design details are in the appendix. Approved 4-0 to proceed with design.

Item IV.  Personnel Appointments Approved 4-0.

  1. Scott Smith and Stacey Bohannon appointment to part time Horticulture positions at the Boone County Arboretum. Funded by Friends of the Arboretum.
  2. New and seasonal staff for the Boone County Golf Courses was authorized

Item V. Zoning Change Ordinances

  1. 10855 Dixie Hwy: expanded motor sports, second reading approved 4-0 with two conditions removed.
  2. 1681 Erlanger Rd: two eating establishments, second reading approved 4-0. Planning Commission condition on fence.
  3. 527-535 Hunter Rd: second reading approved 4-0 with no opposition or discussion.
  4. Amendment for animals and fowl: second reading approved with no opposition.
  5. Expanded use of golf carts at Triple Crown to go to Publix: second reading approved 4-0.
  6. Hazardous material handling. First reading. Second reading May 6. See Appendix.
  7. Between Richwood Rd and Frontage Rd, Home2 Suites extended stay hotel: first reading. See Appendix. Next steps requested: applicant must provide a sideline visibility report for the Richwood side. Concerns persist that the hotel does not align with the Comprehensive Plan and should not have been approved as-is.

Item VII. Administrative Approvals

  1. Co-op with State Road Plan $949,311.26. Approved 4-0, 26% up. Inflation has made effective dollars go down. In 2025 7% more gas was purchased.
  2. 2025-2026 KYTC Rural Secondary Program, $141,477.00. Approved 4-0
  3. Authorize stabilization of Lawrenceburg Ferry Rd. Approved 4-0. Landslide April 2-6 structural failure. Emergency repairs from Public Works. $324,299.50 is required. Road is in bad shape. Affects 5 homes with multiple farm lots. This is a Rural Aid/Coop agreement (pursuant to funds). 30% of total has been set aside.
  4. Authorize multi-use path on Conrad Ln, $2.7 Million all phases. Approved 4-0. Boone County is responsible for 50%. $350K design. OKI Phase to start in 2028. This project will impact backyards. 60 ft right of way, 10 ft utility easement.
  5. Authorize design of Garrison Creek Bridge. Approved 4-0. Single lane bridge needs total replacement. Five proposals received. $120,000 to design and is in 2025 budget. Project to begin in 2026.
  6. Authorize design and construction of livestock barn at Boone County Animal Shelter. Received two proposals.  $119,937.31, under budget for the 34×36 Barn. Money is in current budget, which includes grants. 10-ft fence is done.

Item IX: Old Business

Truck Parking & Zoning Discussion in Boone County

Growing Issue: truck parking and staging is becoming a major concern in Boone County, especially near older facilities lacking adequate space.

Commissioner Input: Commissioner Hand urges immediate action—truck parking is urgently needed. Commissioner Flaig: Agrees—something must be done as soon as possible.

Current Situation: existing zoning does not include a designation solely for truck parking or staging. Current options include applying under “truck stop/warehouse” zoning, but this isn’t ideal. Full zoning code update, including truck parking considerations, is expected in about a year.

Proposed Solutions: introduce a zoning text amendment to identify appropriate zones for truck parking/staging. Consider creating a new zoning classification specifically for commercial truck parking—not a full-service truck stop. Improve on-site parking requirements and scheduling to reduce congestion and overflow. Consider bringing back Michael Swartz for further clarification and guidance.

Next Steps: Fiscal Court may move forward with initiating a text amendment process ahead of the full zoning update.

Graves Road

This will be dealt with during the Comp Plan update. Landowners can go through the process if want to change.
