Item lll – Accepting unaudited Sheriff’s Tax Settlement for 2024: approved 4-0.

Item lV – Resolution changing job description of Elaine Zeinner to communication director: approved 4-0

Item V

  1. 2nd reading of providing an Occupational Tax credit to Automotive Service Products, Inc   for adding employees. Approved 4-0.
  2. 1st reading of providing an Occupational Tax credit to F&E Aircraft Maintenance LLC or a subsequent assignee for adding new employees. This involves using existing hangars for aviation mechanic school employees. Average salary after completion is $80K-plus. Workers must reside in Kentucky to be eligible for the tax incentive. Second reading is September 9.

Item VI Judge’s Reports (both approved 4-0)

a. Appointing Jack Wells to unexpired term of Bob Boswell (SD1 board)
b. Appointing TJ Roberts to vacant NKY Convention and Visitors Commission

Item VII Administrative Matters

  1. Discussion and resolution about 2025 ad valorem tax rate. Staff recommends rate reduction to 8.5 cents per $100 valuation due to $1.2M in reserves: approved 4-0. (See chart below.)
  2. Award resurfacing of 9 miles of county roads to Eaton Asphalt: approved 4-0
  3. Award snow/ice removal for November 1 to April 30 at cost of $435K flat rate: approved 4-0.
  4. Execute Federal Highway Administration Grant for “Safe Streets for All” demonstration project for 5 county roads: approved 4-0.
  5. Award construction of left turn lane on KY Highway 20 at Aviation Blvd to Lawrence Construction and Leasing Inc.: approved 4-0.
  6. Amend contract with GRW Engineers related to Cherry Hills Subdivision sidewalk project: approved 4-0.
  7. Award contract to Straight Edge Construction LLC to replace drainage culvert on Big Bone Church Rd.: approved 4-0
  8. Execute mutual aid agreement for disaster response, interstate only. (This will eliminate excess paperwork when sending aid in-state). Approved 4-0.
  9. Execute contract negotiations phase to replace the current 911 system to Tyler Technologies. Present system is 20+ years old; estimated cost over 4 years is $4M. Kenton County currently uses this system and Campbell County is transitioning to the same system. Approved 4-0.
  10. Accept the Purdue Pharma (opioid litigation) bankruptcy plan: approved 4-0.
  11. Opt in to Purdue Pharma settlement: approved 4-0.

Item VIII Old Business

  1. Transportation plan will be brought for review in October.
  2. More than 100 residents attended Frogtown public feedback meeting to voice major opposition to use of eminent domain to take homes.
  3. Senior Picnic tickets are sold out.
  4. County offices are closed September 1st for Labor Day.
