Chambers Road and Hicks Pike Road Swap (See Appendix for details)
- Public Opinion Survey Results
- Street Residence: majority of respondents live on or near Hicks Pike or Chambers Road
- Support for Road Swap: 34% Yes; 66% No (172 respondents with 130 Comments)
- Approval vote was pulled from Fiscal Court Agenda by 4-0 vote.
Change of Concept Development Plan from Viox and Viox Inc for 10855 Dixie Hwy.
Brock MacKay (applicant) introduced Jason Atkins and Dave Compsey from Indian Motorcycle Sales (Wilmington, Ohio). This business has been in Boone County since 2015. Mr. Atkins shared plans to develop the property into a future power sports dealership for brands Yamaha, Kawasaki and Honda with multiple store fronts for the different brands. No opponents spoke against the proposal. Existing signage is there. Advertising to be seen from the highway/interstate side. Proceeded to first reading.
Zoning Map Amendment of Arnold Consulting Engineering Services Inc for 3.7 acres between Frogtown Rd and Frontage Rd for 4-story hotel. (See Appendix for details)
Commissioner Chet Hand raised concern about the proposed 4-story Home2Suites conflicting with plan guidelines (max three stories) and the area’s residential character, expressing a desire to avoid development similar to Florence. He asked if the applicant would consider reducing to three stories but was told this would be a deal breaker. Commissioner Brewer inquired whether other large buildings are planned for the area; the response was no. He noted the surrounding area is suburban, with most of the buildings being two stories, including the nearby senior housing and typical extended stays. Judge Moore noted the project was recommended 12-0 by the Planning Commission. Commissioner Hand expressed disappointment in the Planning Commission’s recommendation as it sets a bad precedence. It will take three members of court to overturn Planning Commission. First reading removed from the Fiscal Court agenda
Zoning Map Amendment of Steve Berlinger for Corporex Parks of Kentucky LLC at 1681 Erlanger Rd. (See Appendix for details). Proceeded to first reading.
Change of Concept Development Plan for Alex Othman for 527-535 Hunter Rd. for a truck stop. (See Appendix for details.) Concern about large truck traffic on ramps and roads not designed or built for truck stop use. Proceeded to first reading.
Commercial Vehicle Parking/Tractor Trailer Parking Text Amendments Update
No action required. A review of zoning definitions was conducted, covering:
- Commercial Parking
- Cars, trucks and trailer storage
- Zones permitting truck stops, warehouse and distribution uses
- Allowances for temporary commercial parking
- Long Term problem that needs more work.
- Short Term: Chavez Property.
I-275 Graves Road Interchange Study Update
No action required. In April 2021, Fiscal Court mandated a 3-year review of the Graves Road area
- 11 projects total: 6 under construction, 5 with approval zoning/site plans.
- Levis project is not proceeding; contracts expired
- Recommendation to revisit land use percentages, especially warehouse/distribution (currently 45%)
- No approved projects completed yet; rezoning unchanged for now
- Proposal to revert to Graves Road Business Park zoning; would be limited to single-tenant warehouses at 45%
- Removing the PV Overlay would ease regulations but reduce oversight (e.g., no traffic study needed)
- Landowners (Graves, Doug, Meyer, Goodridge families) expressed mixed views; some support reverting, others caution against losing protections
- County/public can influence future land use through overlay or by revising percentages
Item IV: Personnel Matters
- Rate change for Micheal Deitmaring (Building Dept) approved
- Adding Seasonal staff for Parks approved
- Appointing Luke Southerland to Telecommunications approved
- Correct rate for Madelynn Bier (Public Safety) and Wilford Chamberlain (Parks) approved
- Budget item in FC 25. New position for Tyler Hill (Public Works) No backfill. Not an additional person.

Added new paths in Triple Crown subdivision for golf carts with condition of signage of where golf carts are not allowed. First reading.
Item VII. Administrative Matters (all approved 4-0)
- Connectivity to emergency vehicles (Netcloud Mobile Essentials) $52,611
- Friends of Arboretum will reimburse fully for the two part-time horticulturists
- Assisted housing plan for 2025 plus five-year plan
- Declare public works vehicles surplus and sell to Harrison County

Old Business: Dog Licensing Presentation
Dog licensing began in 2003; law amended in 2004 to give counties authority. Helps fund animal control services. Promotes rabies vaccine compliance. Most Ky counties require licensing. No Ky counties have a voluntary program. Boone County charges $15 ($9 for seniors with altered pets). Boone County has low compliance (~$28K/year revenue). Public is largely unaware licensing is required. Propose an ordinance for mandatory licensing of vicious/aggressive dogs.
