Special Meeting. City Council members present: Ms. Lesley Chambers, Mr. Gary Winn, Ms. Diane Whalen, Mr. David Schneider, and Ms. Angie Cable.  Presiding Officer: Mayor Julie Metzger-Aubuchon.  Councilwoman Patricia Wingo was not present for the meeting.

4. Ordinance O-06-2026 – Second Reading

  • Zoning text amendments to Boone County regulations (applicable to Florence, Walton, Union) defining “manufactured home,” “qualified manufactured home,” and “mobile home,” and specifying permitted zoning districts.
  • Updates to Articles 40 §4000, 5 §§505.1–505.5, and 20 §2001 per Technical Design Review Committee.
  • Motion passed unanimously via roll call

5. Ordinance O-07-2026 – First Reading

  • Change concept development plan for ~10.7-acre site at 7606–7654 Mall Road (C-2/PD/MR district), creating an outlot for a ~990 sq ft drive-thru coffee house (Dutch Bros Coffee).
  • Motion passed unanimously via roll call

6. Municipal Order MO-3-2026

  • Appointment of Susan Daniel to the Florence Urban Forest Commission (unexpired term of Ed Huleston).
  • Motion passed unanimously via roll call

7. Budget Amendment #1 (FY 2025-2026)

  • Discussion only: Additional expenditures for federal revenue diversion investigation (audits, legal, IT/HR/tax advisory—expected insurance recovery), fire department telecom (Alta Fiber, COPIC defunded), capital outlay (fire substation final bills, cardiac monitor), snow removal, vision insurance reallocation (no net increase).
  • All funds healthy
  • No vote; to return for approval.

8. Police Department Rules and Regulations Update

  • Discussion only
  • Minor updates to 1983/2002 rules (grammar, gender-neutral language) to align with 2018 KRS 155.20 (Officer Bill of Rights).
  • Council to review/approve.

9. Motor Vehicle Queue Ordinance (Discussion)

  • Discussion only.
  • Proposed ordinance to prohibit vehicle queuing/spilling into public right-of-way from commercial uses (e.g., drive-thru coffee shops).
  • Requires on-site containment per approved plans
  • Fines for repeats
  • Emergency authority for immediate action
  • Not business-specific; focuses on safety/congestion
