Business Meeting:Presiding: Mayor Julie Metzger-Aubuchon; Council Members Present: Ms. Patricia Wingo, Ms. Lesley Chambers, Mr. Gary Winn, Ms. Diane Whalen, Mr. David Schneider, and Ms. Angie Cable; Prayer and Pledge of Allegiance.

4. APPROVAL OF MINUTES – April 14 & April 21, 2026 Business/Special Meetings 

Approved unanimously via roll call (no discussion).

5. OATHS OF OFFICE – New Police Recruits

Chief Mallery introduced four recruits: Ryan Burkhart (Marine veteran, former pastor), Jacob Deon, Steve Donald, Landon Rogers. Online academy + 18-week in-person training. Oath administered collectively. Families thanked.

6. Ordinance O-07-2026 – Second Reading

Approves concept development plan change (10.7-acre site at 7606-7654 Mall Road, C-2/PD/Mall Road District) for Dutch Bros Coffee drive-thru outlet (~990 sq ft). 

 Approved unanimously by roll call.

7. Ordinance O-09-2026  – First Reading

Amends 2025-2026 budget: increases general fund for attorney fees (federal probe), professional/audit/IT/HR services, fire personnel, capital outlay, golf/water/sewer audits, MARF snow removal, vision insurance. 

Approved unanimously by roll call.

8. Ordinance O-10-2026  (Police Rules Update) – First Reading

Updates Police Department rules/regulations (amends 1983/2002 ordinances) to conform to KRS 15.520 (Police Officers’ Bill of Rights). Department re-accredited. 

Approved unanimously by roll call.

9. Ordinance O-12-2026  (Motor Vehicle Queuing) – First Reading

Adds Chapter 74 to Title 7: regulates queuing from commercial/industrial/non-residential properties blocking streets/rights-of-way. Code enforcement penalties promote safety. 

Approved unanimously by roll call.

10. Mayor’s Report 

– Aquatic Center memberships on sale (preseason discount until May 1). 

– Public Works Academy applications open (July 8-24). 

– Coffee with the Mayor: 29Apr26, 8:30-9:30 a.m. 

– City photo contest: May 1-15 ([email protected]). 

– Public Services Night Out: May 19, 4-6:30 p.m. at Florence Mall lot. 

– Memorial Day Parade: May 25, 10 a.m. (Boone County High School to Government Center).

12. OTHER – Council Comments 

Vice Mayor Whalen: Library open house well-attended; survey open for new library input.
